Question on "we" topics

Many of our random topics have "We" in the resolution. Does "we" mean government or society? I personally think all topics that do not specify "the government should", reference society.

Blackflag: I mean it in a similar sense to how "this house" is often used in debate topics - the specific meaning of the "we" will depend a lot on context.
