Another ban system idea

I'm trying to come up with ways to ban people using proxies for illegitimate means (RM, for example) and allow those using proxies for legitimate reasons (like ADOL). I think I've got an idea.

IF somebody tries to access edeb8 via a proxy, then rather than banning them outright, we require a password, with instructions that members wishing to use a proxy must contact me via email for the password, giving a very good reason for their use of a proxy (and usually requiring that they link one or two other sites on which they are in good standing, which of course I would verify).

If somebody abuses the site using that password, the password is simply changed and the offending member is banned. Other users with the password would have a new password emailed to them automatically.

In addition, as a second safeguard, the use of temporary email accounts when signing up would be disallowed (unless the member signs up with social sign-on).

It wouldn't happen until the new year as I'm focusing on presentation stuff right now but I want this to happen.
