Reasoning:
This is a hard one, since they both forfeited. I would say CON wins because PRO has the burden of proof and failed to provide it. Also, if a forfeit was an automatic loss in this debate, PRO would have lost since they were the first to forfeit.
Giving CON the win in my judgement.
