in an article named two justifications for terrorism: a moral legal response by ben saul  it states that some terroristic acts are ok as though the law forbids violence it also is willing to turn its eyes if it is against a "hitler like character"  the same article states that a brittish philosopher ted honderich states that "terrorism for human right" he claims that terrorism is the only way to free palestinians from israeli domination 

terrorism: the unlawful use of violence and intimidation, especially against civilians, in the pursuit of political aims (from google definitions)

The key word is that these people are innocent. They don't deserve to be terrorized for a political goal. The odds do not justify the means.
