It's hard to prove your case of police brutality when you are on video threatening and resisting arrest. To me, that is why the complaints went down more than force.
The use of force could be a double effect: 1. the police aren't using excessive force, since they can't get away with it, and 2. criminals know they are being recorded and can't get away with as much, which required the use of force before. Both are equally likely, in any given arrest.

Khaos: You are right that it's a double effect, though I think the graphic should clarify it was only force BY THE POLICE and complaints AGAINST THE POLICE. But of course, the effect is both on police officers and on suspects. Personally I don't care whom it affects more. So long as everybody handles things properly without getting violent I'm happy with that.
