The rape itself has two parties. Both parties made choices which led to the rape. Both parties are responsible for the rape.

Politically Incorrect is the opposite of this, meaning you say things people may not want to hear, like, that rape victims are partially at fault. Donald Trump is another example of being politically incorrect.
