Some things are controversial among rule utilitarians (though murder isn't).
For me (in addition to murder) I'd say, torture and rape are innately wrong. Though again, I'd like to stress the fact that rule utilitarians don't always agree on what the innately immoral acts are (torture is usually the largest subject of controversy).
