Notwithstanding that, N Korea has threatened to attack since forever, they're clearly not going to.

Bi0Hazard: Or maybe because they don't actually want to attack places. They just want to appear big and important. The embargo is really hurting the north korean people and they'd really say anything to restore people's hope in the government.
