RXR.: What is the social contract with the society you are referring to? Which is more important, the community or the individuals? What separates the public from the private? What is the morality of the society? If it is the United States, whatever the Congress legislates is right and proper unless it is unconstitutional.

It is relative to the state and in many cases the ages of the participants matters significantly(16 vs 18, 17 vs 24, 17 vs 40, and etc.). Consensual sex can be had at age sixteen in many states. It is thought that the teenagers don't have the mental capacity to understand sex and the consequences of it. It is the same reason why there are child labor laws because it is thought that children don't have the mental capacity to sell their labor and understand the value of their labor.

The government has the power to do anything to an individuals body. Resistance isn't futile though, so it is open to interpretation.
