That Russia should NOT be banned from competing in Olympic events (for their recent doping transgressions)

First, it is a pleasure to make my first debate. Why Russia should not be baned of the next Olympic? Here is why: banning this country would define the obsolescence of the anti-doping system as a whole. Banning a country of something would mean banning a whole culture, a whole history of a big group of people. It is not necessary to bane Russia, just make award-winning strategies for whistleblowers of corrupt schemes, with the intention of destroying this well elaborated corruption system.

Vitor has stated that in banning Russia from competing in Olympic events, it is banning an entire country, as due to a small group of transgressors. However, the WADA report states Russian athletes can participate in Major Events staged within the Four Year banishment Period where they effectively demonstrate they are not implicated in any way by the non-compliance. Furthermore, the nation has demonstrated a systemic history of doping, thus harsher punishments such as these deem necessary.
